when we got our collie he had both ears tilting forward and folded down about 3/4 of the way. Now he is 13 weeks old and his ears are laying funny. They are lopsided and laying sideways. Is this normal for them to change?

Yes it's typical for puppy ears to go through all kinds of stages. Most of the time breeder tape or glue up the ears with special tape and skin glues (gentle ones that come off easily) to get the correct tipped look for the show ring. The breeder you got your puppy from should be able to show you how to do this if you'd like to keep up that look. Many puppies can end up with natually tipped ears without any gluing, but if you want to show, it's best to make sure you get that perfect ear set for the ring.
