he should be fine with adequate warm shelter (an insulated dog house with blankets and a door to keep the cold out) in temps down to 32 degrees during the day. If your temps get much lower in the daytime, it's not a good idea.
It's winter in July? You must be overseas.

A Papillon Should absolutely never be left outside, they are not outside dogs, would you tie your children outside?

Papillons, although resilient, are not adaptable to long term exposure to any extreme temperatures. Your papillon could easily freeze to death or significantly lower body temperature and increase the risk of illness. They also cannot tolerate extreme heat. Crate if you have to, and allow exercise time when you are home and can monitor the well-being of your pet.
