Yes and no. How large of a spot is it on the chest?

No. Dapple is a dominant gene and a dog has to show it to produce it. A white spot on the chest of varying size is a mismark (doesn't mean it's bad) and doesn't usually have anything to do with patterns. It's acceptable but not desirable within the standard of the Dachshund.
