what causes the dog to chew or nibble its paws?

Boredom or allergies. Try redirecting the dog by gently telling him no, then give him something to chew on like a low cal dog biscuit, a greenie is great once a day, or a toy or bone (safe ones of course). If the dog's paws look irritated or their is any other skin on the body that looks irritated, could be mild allergies. Have the vet look at the dog and see what he thinks.
