Not really. Weims need a lot of room and a lot of activity. This is not to say that it is impossible because some people are able to make it work but it is usually not a good idea.

IMO this totally depends upon the person and their resources. You have to look at the big picture. How far is it to grass? How would you housebreak them? Are you committed to taking them for a run twice a day? I know a man who has two Weims in San Francisco and he has a dog walker morning and afternoon. He takes his lunch break everyday with his Weims. It is all about commitment and dedications. Ideally a larger home and space to roam is best but space without commitment is not good either.
