Yes, these dogs are pretty much allergy free. They have hair. I would see if you can find a Tibetan Terrier to spend some time with and see how he does.

Tibetan Terriers have hair. They dogs are considered hypoallergenic because they have really low dander which is what aggravates allergies. Some people confuse non-shedding with hypo-allergenic. Not all non-shedding dogs are hypo-allergenic, but this one is both.
