I am looking at adopting a 3 year-old Shih Tzu who was previously with an elderly owner. The owner often couldn't make it to the door in time, and the dog reportedly needs help with re-training. Do I have a good chance at being able to do this?

You have an excellent chance of teaching this baby to go outside to use the bathroom. The key to any successful training completely depends on your consistency. If you are not consistent with the times and rewards of pottying outside you will definitely fail. But you have an awesome chance of retraining!
