We have a rescue Shih Tzu dog with the same problem. Terrified of men. We have had her for a year. She is much better, but it took a lot of time and patience. She may have been frighted by some one. We started by having my husband feed her goodies. Once in a while if a man comes to the house and makes a sudden move she has the same problem. Some Shih Tzus need a little extra patience.

I have a female that is terrified of strangers period. I know what happened. She is currently 2 1/2 years old. When she was one, she was very ill and during the course of treatment at the vets was poked and prodded on by alot of strangers. However, she has overcome alot of it. Maddie may never be totally over it but we have learned how to ease the situation. I am going to share with you what I think will help and if you try them I think they will help Maggie as well.
Know if your father-in-law is coming over. When you answer the door, be holding Maggie, that way she can't run and odds are she is not going to use the bathroom on you. Tell her, "Maggie look whose here Papa's here!(or whatever it is you call him, for the just of this I will call him Papa), Papa loves Maggie! Papa isn't going to hurt you. He loves you!" In a calm voice have your father-in-law speak to her telling her what a beautiful good girl she is. Have him make a fist, and very slowly ease his hand toward her
