Could a sheepdog live outside the whole time except for snow and the first weeks of gettting used to?

Shelties make wonderful companions and bond very deeply with their people. Although they need and enjoy their time outside, they also want to be with you in the house. If having the dog in the house is something you can't do, for what ever reason, maybe another breed would be better for you and your family.
