No, some may look blue when they first open but then change to brown or amber or a parti-eye. Usually by the time they're 5 weeks old you can tell what color they will be. In some puppies it's hard to tell if they'll be a parti-eye until they are 10 weeks or so. Green eyes usually turn amber about that age too.
