Many are, but typically only those who have been raised with cats. I would not automatically trust an adult Siberian with a cat it doesn't already know but if it's been good with them in the past, it will likly be able to be introduced to a new one with little problem. Raise a puppy with cats and they're usually buddies eventually. Never trust any Siberian with any cat outdoors though, even if they're friends in the home. Prey instinct is just too strong.
