I'm assuming your Pom is white or cream? There are some products made specifically for dogs eyes you can purchase at PetCo that will help with the staining. If your Pom's eyes are very watery you may want to have a vet check him/her out, as the eyelashes may be growing on the inside of the lid which causes irritation.

Sometimes poms have eyelashes inverted and rubbing on the eye.But 9 week pups with very short noses sometimes the hair just rubs on the eye. They outgrown this one.I use a canine eye wash everyday on my poms as they can get hair and things in their eyes.
If they tear badly they could have fleas or dandruff mites.
