My five year old pom seems to have a lot of congestion that causes her to make noise when she breathes at times. It increased when I gave her a bath. I am wondering if this is normal for this breed. She did not have this when she was younger.

If your pom sounds congested she may have an upper respitory infection. Even fully vaccinated dogs can get these. I would suggest you take her to your vet. It is not likely she will get well on her own. If left untreated it could get worse and even be fatal. some antibiotics could be needed for her to get well.
