can a 3 month old male pom have babies

I just had a 7 month old sire one pommie; however the vet said this was very unusual. This particular male was actually the runt of a litter who ended up being 9 lbs...vet stated this will happend from time to time in small bred breedings because of all the down breeding of normal size dogs to get the smaller sizes. If he had not been premature he would have had to been c-sectioned! Breeding needs to be done very carefully for the sake of your female AND babies
