My elkhound is so hot in the summer, I feel so bad for her. I want to know if it is okay to take her to my groomer and have her shaved for the summer. Or, does the fur actually keep her cooler?

You really shouldn't. Elkhounds are double coated, and the undercoat insulates them from both heat and cold. They are much more comfortable with the coat than without, and are fine outside in all but the most extreme weather. I'm in the south, and only need to keep my dogs inside during the middle of the day during the summer.
