Is it safe to breed on 1st cycle at 7 months, and will puppies be able to be registered?

Not a good idea too breed a female on her fist cycle. They are not mature enough at that age to take care of newborns. It is also very possible that the female will not be able to whelp the pups as they themselves are not even full grown as of yet.

I choose to breed on the third heat and give my females plenty of time to mature. 7 months is still a puppy in my house.
