my japanese chin has had a large broken blood vessel in his eye for a long time, and it doesn't appear to affect his vision at all, but it never goes away either. any advice on why?

I would have it checked out by your vet first. If it is the white area of the eye it shouldn't be a problem. Blood in the outer layer of the eye takes a long time to clear. If it is from an injury your dog may need drops in case of infection.
