This dog will bark because the wind is blowing.Will bark at anything and gets on everyones nerves.

My first question would be, is he left outside by himself a lot?
My first suggestion is TRAINING. Consistent training could be very helpful with the problem but someone would need to be there all the time when the dog was barking to make the correction. You can use a stern "NO" when he barks or a spray bottle with water. You can also make a penny can if the "NO" and/or water do not work.
There are anti-bark collars for those dogs who defy training. If you decide to try the collar route start off with the beeping correction first. If the dog doesn't learn after a couple weeks with a beeping correction then you could try the Citronella spray correcting collar. This tends to be enough to correct most barkers. If after several weeks with the beep and/or Citronella corrections still has him barking at everything you can always try a light shock collar, just be aware that there are different collars for different size dogs.
