What is the youngest age a golden should be in order to have a succesful pregnancy with low risk of complications for the mother and the pups?

I don't recommend doing it until her second or third heat - usually around 2 years old. Besides, you will want to have her hips/elbows checked and OFA will not accept evaluations on them until they are 2 years old
