Is the adult size of a GSD based more on breeding/genetics, or does feeding habits play more of a role in how large the dog gets. Thanks!

Genetics plays more of a role. I would suggest that you look up the German Shepherd Dog Standard. GSD's are not supposed to be over 100 lbs. Males are larger than females. Size of the dog should be in accordance with the Standard and the Standard is written to let people understand that the size of the dog is for a purpose. German Shepherds that are oversize can not herd, or work with too much weight on them.
Of course, if the dog is undernurished, or starved, then the dog won't develop properly.
