Yes, 8 months is too young to carry a litter of puppies. Was she bred on purpose? Do you plan to breed her later? The litter can be aborted through a spay right now if you do not plan on breeding her later.
An 8 month old puppy having a litter is like a 12 yr old girl having a baby. Sure it is possible, but is that ever a good situation?
Females in heat should be kept away from other dogs and on leash only to avoid unwanted pregnancies. After age 2 they can be health tested for diseases that are not apparent by looking at her. If she passed OFA hips and elbows and a CERF exam, you should wait until she is 3 (to be sure she is free from epilepsy) before breeding her. You should only breed her to a stud dog with the SAME health testing.
