My vet tells me that if a puppy has not descended his testicles by 10 weeks of age, it is pretty much a lost cause. There are exceptions to the rule, but I'm sure your vet is telling you that your dog is a cryptorchid and should be neutered for his health. He is much more prone to cancer...six times more so than a normal male...if he remains unneutered. You would do best to consult your vet on this matter.
