Dogs become completely grown at differing ages, due to size of the breed.
My vet told me that the reason you shouldn't breed on 1st heat is that the dachshund's bones aren't completely done growing at that age = 6-9 months. After the 1st heat, the long bones cap over and stop growing. That's the reason you shouldn't breed before 2nd heat. Some suggest waiting till your female is 2 years.
