Our female has had two very large litters (8 with 1st & 9 with 2nd)with the last being 2 years ago August of this year. She had problems with delivery and had to have what the vet called"pop shots". All went well other than that, but I wanted to check to see if it was safe for her to breed again.

I believe what you are referring to our called "pit shots." They are an injection of the hormone, oxytocin, which stimulates contractions.
No one here can tell you whether or not it is safe to breed your bitch again; this should only be determined by a reproductive veterinarian.
Given she has already whelped 17 puppies, it would seem she has already provided you many choices from which to move forward with your breeding program.
