I have a 3 year old female doberman that cries and whines all the time, for no apparent reason. She will just walk around and whine. She is not in pain and seems to do it just for attention?

it may be that she is bored and may need more excercise you did not mention about how much time a day spend with her what are her eating habits like has it diminished or she could be depressed and need another dog to play with
