There are several reason why a dogs eyes may water – while it can be a normal occurrence – I would suggest that you follow-up with your veterinarian. Common causes may include, but are not limited to:
1) Eye infection
2) Allergies and common colds
3) Physical malformation of the eye, eyelid or tear duct
4) Teething

In addition to what Janet mentioned from Heritage, my board certified opthalmologist also stated that the red staining can be caused from the watery eye which causes a "red yeast" infection under the eye. It can be treated with an antibiotic and cleared up. I treated one of my own at his suggestion and the red coloring cleared up and has not come back. I have a blenheim with the same problem. She has outgrown it now. My vet said that the most likely cause was that as her face/skull grew the skin will stretch and the tearing will resolve itself. What was hapening was that there was skin covering the tear duct (the drain) and the water flowed out and down the face. She is almost 2 years old and has no problem now. I used the tear/face cleansing pads sold at any pet store for the staining. They worked and all has resolved itself now. There could be other reasons for the tearing and you should get a vet's opinion. I just wanted you to know there may be a simple reason as I stated above. Good Luck
