This is very common with the Chi. They have the attitude of "If they ignore what ever they object to it will just go away and they won't have to deal with it."
Put a cat collar (something very light weight)on the baby and leave it for about a week. Then add a small leash (also something light weight)to that. Just be persistent. They will finally give up and except the leash and collar.
