if sis and bro chihuahua breed what risks are there for they're puppies? will they come out normal?

Any genetic defects that the dogs carry are going to be magnified in a big ugly way. Most things are recessive so it takes 2 to get the disorder. When you limit the gene pool that much you very well could be playing with fire if you haven't done an extensive background on the dogs in the pedigree.
