My grand mother has a dangerously overweight "diva" which no matter what we try does not lose the extra pounds she has put on. Do to her extra weight she has become lethargic so trying to get her to excersize has been quite difficult. We have switched her over to lower calorie food so we dont limit her nutrient intake and do not over feed her but her Vet. syas that her health is at risk due to the weight but has had no usefule ideas. Some body please help she is my grandmothers only true companion since my grandfather passed away and I really would hate to see anything happen to her little friend.

Did you vet check this Chi for sugar problems. Dogs can get diabets too. Make sure Grandma is not feeding her and just can help her self or doesent remember.
One thing that can help is get a companion dog, that always improves the health of a Chihuahua. Chihuahuas love other Chi's. Look for someone who wants to place a Chi or someone who needs company for their dog wile they are at work. The dogs can move around with each other. Gradmas are not doing enough moving around (just due to their age) to keep the dog moving.
Try doggie day care, help someone else at the same time. Or Baby sit other peoples chis when they have to go away on vacation etc. See if this is a help to you.
