my chihuahua puppy is 12 weeks old will his ears go up?

Thay usually go up but I have a 13 week old male and his ears are not up he may be cutting his new teeth when puppies cut teeth their ears go doqn for a while but if they stay down for more than another week or two I would tape them up.
