I have two males, but I only want to try to breed one. These two males are brothers and never separate. How would I only breed one if they are both outdoor dogs? I only have one fenced area.

First my question to you is...why have you made a chihuahua an outrdoor dog...these are toy breeds and need to be indoors as pets.
First bring these dogs inside and house then in crates if you need to. You will have to crate the male your not breeding the entire time your female is in heat...heat lasts 3 weeks.
I think you need to learn more about this breed, breeding and how to care for dogs before you procede however.
