how can you train your dog to let the owner to know when they need to go to the restroom?

YES! I always started young about 5-6 weeks but they will be about 6 months before it is down pat. Always take them out right after eating and walking helps them go, They can sit still for ten mins and nothing but if you walk them it helps. Also always ask do you want to go peepee/ this triggers the word to the deed. Once backin always give a treat. This is a reward for doing the deed outside, even if they do not go.
