Its never too late to get your dog neutered. Your vet should give you recommendations for when the dog can resume normal activities but 9 days after surgery sounds fine to be around other dogs.

The position on neutering/spaying has been changed recently by many in that they should be at least a year old, preferably up to 14 months of age prior to. The reason being that the hormones contribute alot to bone density and lack of hormones contribute to more growth in longer bones which could make them weaker. Many breeder's are beginning to recommend waiting although most vets will recommend early neutering mostly to prevent unwanted litters. Should do some of your own research on the subject especially if you will be doing agility with your dog or field work. Makes for a healthier dog from the latest information I have been reading.
