You might want to try a flea medication from your Vet, because if your dog has fleas, the oatmeal shampoo may not rid your dog of them.
If not fleas, your dog may have a skin condition, or sensitive skin.
The Veterinarian would know for sure.1

Border Collies are known for having dry skin. Purchase a dog food with a high fat content. I use Nupro dog supplement as well. That helps.
