We live near Pittsburgh, PA. Our Coda seems to pant incessantly even when she's not being active (which isn't very often). She is kept both indoors and out and always has fresh water. Is this common for a Malinois?

I have seen this in some Malinois. I have one female that pants while laying around without any activity. It is not heavy panting, just mouth slightly open taking air in through both nose and mouth. If your dog is panting heavily check for signs of overheating, like tongue hanging out of mouth more than normal. Mabye she has slight sinus issues and it is easier for her to get the proper amount of air with the help of the mouth. When in doubt always ask your vet for their opinions, better yet, ask multiple vets.
